Worship arrangements for 2012 are as follows:
A single united service for the charge each week, with services at Auchencairn Church on the 2nd and 4th Sundays of each month, and the 5th Sunday of April and September and at Kelton Church on all other Sundays.

Presbytery Sunday.
Mr Billy Kelly has written to the business committee expressing concerns over the arrangements for Presbytery Sunday. The Business Committee agreed that the arrangements for Presbytery Sunday should be reviewed and will bring the matter to a conference session at a future Presbytery.

These are included because it is important that members of Presbytery and anyone else who is interested has knowledge of how Presbytery has agreed to conduct its business.
1 The Presbytery will meet on the last Wednesday of September, November, February and June. The time of meeting will be 7.00 pm. The Presbytery will normally meet in St. George’s Church, Dumfries. At the discretion of the Moderator, one meeting per year may be held in the Moderator’s church. Other meetings may be held as resolved by the Presbytery or as called by the Moderator.
2 The Moderator shall hold office normally for twelve months. He/she shall be nominated by the Nomination Committee at the February meeting, and shall take office at the June meeting
3 The Sacrament of the Lord’s Supper, at which the Moderator shall preside, shall be celebrated annually at the September meeting, or as the Presbytery may determine.
4 Except as otherwise provided herein, the conduct of Presbytery meetings shall be governed by the Standing Orders of the General Assembly and by the practice and procedure of the Church.
5 The Standing Committees of the Presbytery shall be:

6 The Moderator, Clerks and Treasurer shall be ex officiis members of all Standing Committees. Persons other than members of Presbytery may be co-opted to the Standing Committees as the Presbytery may resolve.
7 Members of Committees shall be appointed at the June meeting on nomination by the Committee of Conveners. Additional members may only be appointed with the approval of Presbytery. Conveners shall be nominated by the Nomination Committee at the February meeting, to take office on 1st June following. Conveners shall be appointed for three years.
8 The Business Committee shall consist of the Conveners of the Standing Committees, the Moderator, the Clerks, the Treasurer, the Publicity Convener, and seven others whose term of membership shall not exceed three years. At least six members of the Committee shall be elders. The Convener shall be other than the Moderator.
9 Meetings of the Business, Ministry and Resources, Mission and Discipleship and Property Committees shall normally be held on the last Wednesday of August, October, January and April, or as occasion arises. Other Committees shall meet as required. All such meetings shall be called by the Clerk.
10 Members of Presbytery who are members of Committees appointed by the General Assembly shall have the right to be ex officio members of the corresponding Presbytery Committees.

(a) Presbytery grants to the Property Committee powers to make decisions in the name of the Presbytery on routine matters brought to it from Financial Boards which come within its remit, provided that its decisions are made in accordance with Presbytery policy and that the spending involved is within the currently agreed financial limits.
(b) In intimating any decision made under paragraph (a), it shall be made clear that parties are entitled to ask Presbytery to review the decision by writing to the Presbytery Clerk within twenty-eight days of receiving intimation of any decision.
(c) It shall be the duty of the Property Committee to provide Presbytery with a summary list of such decisions at the end of each six month period.
(d) The Presbytery shall, from time to time, agree the financial limit above which expenditure on property within a single congregation must be referred to Presbytery.
13 Readers, Advisers, the Conveners and Secretaries of the Guild Presbyterial Councils, and others at the discretion of the Presbytery, shall be entitled to Corresponding Membership of the Presbytery, able to attend all meetings and to speak on any matter before the Presbytery, but shall not have the right to move or second any motion, or to vote.
14 All business for inclusion on the Agenda shall be notified to the Clerk with delivery of relevant papers, including written reports from Conveners, not later than fourteen days before the Presbytery meeting. Papers for circulation with the Notice of Meeting should be in the hands of the Clerk not later than fourteen days before the Presbytery. Urgent business arising too late for inclusion on the Agenda in this way shall normally be intimated to the Clerk at least 48 hours before the meeting. After the Constitution of the Presbytery the business on the Agenda as submitted by the Business Committee shall be approved, together with any additional items in the hands of the Clerk.
15 Apologies for absence shall be intimated to the Clerk prior to the day of the meeting, or entered on the Apologies Sheet.
16 All motions shall be handed to the Clerk in writing. Members may not speak more than once on any motion, except on a Point of Order. Movers of motions shall have the right of reply, followed by the Convener, after which there shall be no further discussion. NB: A Point of Order is a question of procedure and is not an explanation or refutation of any argument.
17 Any proposal involving the Presbytery in expenditure of over £250 must be raised with the Business Committee one month in advance of the Presbytery meeting at which it is moved.
18 Notices of Motion shall be read by the Clerk and printed on the Agenda for the following meeting of the Presbytery.
19 It shall not be competent to move any motion revoking a decision of the Presbytery within six months without suspension of the Standing Orders.
20 In the event of urgent business arising between meetings, the Moderator, Clerks and Business Convener are authorized to act in the name of Presbytery; as are the Conveners of the Ministry & Resources, Mission & Discipleship and Property Committees in the concerns of their respective Committees
21 While the Presbytery reserves the right of free election of Commissioners to the General Assembly, it shall be the practice of the Presbytery to elect the Clerk. Other Commissioners to be nominated shall normally be chosen by rotation.
22 At all Ordinations and Inductions the Moderator shall preside and give the charges to minister and congregation, and the minister to conduct devotions and preach the sermon shall be appointed by rotation according to date of induction within the Presbytery.
23 A levy to meet the expenses of Presbytery shall be made on each congregation at a rate per congregation and a flat rate per member, as shall be determined from year to year.
24 While members are asked to exercise responsible economy (e.g. travelling together where possible), those appointed to carry out duties on behalf of the Presbytery may claim reimbursement of travel costs at the lowest current rate of ministerial travelling expenses. Reimbursement shall not normally be made for attendance at Presbytery or Committee meetings, although special consideration may be given in cases of hardship.
25 Standing Orders may be suspended if agreed by resolution of the Presbytery if not less than two-thirds of those voting are agreeable. Any amendment of Standing Orders shall be by resolution of the Presbytery after one month’s notice of motion and shall require the support of not less than two-thirds of those voting.
